That looks like an enormous project. Since I don't know how experienced you are, when it comes to route creation in trainz, I'd like to advise you to make little steps. If possible, and to make it much, much easier, I would also recommend to you TransDEM. Not only does this tool help you to create a realistic landscape, it also makes it easier to figure out, how to lay the tracks.
